UK Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent study of municipal councils, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and using savings to weather increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to raise £20m over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Council Tax Rises and Wider Financial Strains

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will need to increase council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils this week also found council budgets being stretched by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The data highlights the extent of difficulties confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the past 12 months, the study found.
